There are four fundamental bases on which the policy must be based :
Transparency: the EU rules require that aid given to companies must be transparent.

Effective control: the efficiency of policies depends critically on the credibility of the enforcing authority.

Credibility: competition policy must not only be applied, it must also be expected to be applied.
Institutional trust: competition law has to be supported by a high level of institutional trust and ideally enclosed in a set of complementary policies.
